Scottish Water Services (Grampian) Ltd is looking to recruit an enthusiastic and self-motivated individual to join our Asset Team in the Grampian area as a Program Manager on a 2.5 year fixed term contract.

About the Role


As a Program Manager, you will manage a small team and also be accountable for the successful project management of asset related projects, including any capital investment projects.


You will be responsible for planning and delivering the long term asset investment strategy for the Grampian contract, ensuring that effective systems are in place to ensure assets are replaced effectively managing risk and cost.


You will also be responsible for the delivery of the management of the ARP funding (Asset Replacement Plan) ensuring that assets are replaced to plan ensuring the all regulatory and contractual conditions are met.  A whole life cost, risk based and strategic perspective on asset management and investment decisions will be taken to ensure a holistic approach is adopted to the end of the contract.


Key Responsibilities/Tasks


  • To plan and organise all asset management work including the management of contractors and partners.Ensuring the ARP Plan is delivered to time, budget and specification.

  • To manage, the project and procurement team in SWS Grampian, the team consists of two project Managers and a Procurement Specialist.

  • Ensure that the team work in line with SWSG safe-working procedures and standards.Carry out regular checks on work and site audits to ensure compliance.Promote safe working procedures and action all safety issues within the team.

  • As a proactive member of the SWS Grampian Management team, you will contribute to the overall strategic direction and development of the business.

  • Maintain and manage the programme of asset investment for the duration of the SWS Grampian contract.

  • Program manage asset based improvement projects ranging in value from 10k to  £1m.

  • Develop appropriate capital and asset solutions. Produce and present robust  €˜business case €™ proposals to obtain approval for funding of capital and revenue expenditure.

  • Review budget performance with the Finance Manager, so that you can track and respond to variance within your ARP Budget.

  • Ensure that quality systems are in place, maintained and utilised and included in the IMS.

  • Ensure best practice is implemented and shared across the team and maintain strong relationships with key support groups in Scottish Water.

  • Report to the SWS Director and on occasion the SWS Grampian board on the performance, risk and investment associated with the assets and the related commercial and financial parameters.

  • Manage the SWS Grampian Procurement specialist and liaise Scottish Water Procurement on a range of procurement related issues. Retain overall responsibility for ensuring progress is made.


Essential/Desirable Skills, Knowledge & Experience Required


Essential:

  • Experience of Project Management (at this level) in the Water or similar industry.
  • Experience of proactive, risk-based capital investment decision making, leading to asset performance improvements and high quality service delivery.
  • An Engineering or equivalently relevant qualification at degree level.
  • Proven leadership skills, with ability to maximise individual and business performance.
  •  Knowledge of Health and Safety legislation.
  • Proven commercial ability, budgetary management and administration.
  • Programme or Project Management skills - organised, methodical with the ability to plan and execute.
  • Persuasive and influential  €“ able to communicate effectively and obtain authorisation for proposals.
  • Ability to produce high quality reports (including board papers) supported by numeric data.


Desirable:


  • Wastewater process knowledge and operational experience.

  • An understanding of the principles of SEPA regulation compliance and contractual compliance.

  • IOSH Managing Safely Qualification.

  • Experience of managing a client relationship and achievement of successful relations and partnering.
