You will work with members of the Water Resources Team(s) and others across the business to ensure timely delivery of technical outputs to deliver the Water Resources Management Plan (WRMP), and ensure these are endorsed by regulators. You'll also closely support the water resources components and interdependencies of the Business Plan, ensuring that we have a joined up approach across these deliverables. You will be responsible for the implementation of water resources planning methods, working closely with the Senior Water Resources Manager to ensure that WRMP represents the best long-term plan for UU, its customers and the environment. You will ensure that our technical workstreams are fully equipped for the business making robust decisions, balancing risks, opportunity and affordability. You will also hold responsibility for the water modelling development programme which has a controllable expenditure of typically £100k/year, and support WRMP delivery budgets of >£1m per annum.
Responsible for maintaining appropriate modelling systems and tools in readiness for the WRMP process, and supporting development of the Drought Plan and good business decision-making (e.g. Optimus scoring). You will also be responsible for:
Ensuring robustness and consistency across the WRMP supply-demand forecasting technical workstreams, making tactical decisions on technical application and to make timely escalations of strategically important issues to the Water Resources Manager
Managing the assessment of the supply-demand balance, analyse risks and uncertainties, and plan the associated investment needs to maintain the supply-demand balance over the medium and long term (5-25 years and beyond)
Identifying any deficiencies in the water supply-demand balance against these standards and develop economic strategies to ensure a supply-demand balance over a 25-year planning horizon, and for interim reviews.
Managing the technical implementation of appropriate sophisticated decision-making and risk-based planning methods from the EA guidelines and UKWIR methodologies.
The supply-demand interdependencies between the different strategic pathways in the WRMP, to allow effective decision-making in support of plan development.
Developing and maintaining the company's supply-demand balance strategy, including supporting the Business Plan submissions to Ofwat and Environment Agency
Providing expert input into the water quality and capital maintenance investment programmes to ensure delivery of required outputs whilst maintaining the supply-demand balance and achieving cost efficiencies.
Providing expert advice on future demands at the local level, and the implications for the sizing of new or refurbished assets, to support long term asset plans.
Representing UU on national industry working groups and UKWIR Steering Groups
Knowledge and Skills
To be considered for this role you will be highly numerate with a high level of competence in problem solving, analytical reasoning, planning and strategic thinking. The ability to take a pragmatic
approach to planning and problem resolution is essential. You will also need to have:
Expertise in water resources supply-demand planning with significant relevant post-graduate experience together with a degree in a relevant scientific or numerate discipline.
Good knowledge of water resources supply-demand planning and management, water industry regulatory framework and legislation.
Financial and economic awareness.
Sound knowledge of computer modelling and analytical, risk and uncertainty techniques.
Experience of water resources simulation or modelling methods in Aquator
High awareness of the changing regulatory landscape of water resources planning, and of the new requirements and expectations under the latest guidelines and methods
Experience of Periodic Review submissions.
Membership (or be working towards) Chartered membership of a relevant professional body.
Experience dealing with external stakeholders and regulators
Experience using risk-based planning approaches and advanced decision-making techniques.
